POLICE-ISSUED PERMITS

Alarm System Canvassers, Solicitors and Peddlers Firearms Handicapped Parking No Knock Applications Security Registration Form - Restricted Key Control System Professional Standards Annual Report Tables

Handicapped Parking Permits Residents with a temporary handicap who require a 6 month temporary Handicapped Parking Permit should apply at Police Headquarters located at 264 Mercer Street, Stirling N.J. 07980.  Obtain an application form, have it signed by your physician, and return it to the Police Department along with your Driver's License, and Registration.  The tag is good for 6 months and costs $4.00.  The tag will generally be ready for pick-up from the Police Dispatcher within 24 hours.  When you pick up the tag, be sure to inspect it closely for errors. Residents with permanent disabilities may obtain EITHER a permanent Handicapped Parking Permit(windshield tag) OR Handicapped License Plates.  There is no charge for either.  You must obtain the forms from Police Headquarters, then MAIL the completed application to Motor Vehicle Service.

Alarm System Permits A permit is required for every alarm system used in both private homes and businesses within the Township. Alarm permits expire on December 31st of the year in which they were issued and must be renewed annually before January 31st or you will be in violation of a Township Ordinance (4-1.3) and potentially issued a summons. In addition to any summons issued, any person who fails to obtain a renewal permit on or before January 31st shall be subject to a 25% surcharge in addition to the permit fee. If your system is disconnected, you must give written notice to the Police Department within seven days. The Long Hill Police Department does not operate a central alarm panel for direct connection of residential or commercial alarm systems. Your alarm system may connect to a commercial alarm system service company, which will then notify the Police Department when an alarm is reported. The police will respond to your residence when an alarm is received to investigate. Alarm permit applications may be picked up at the Police Headquarters or printed from a PDF download. Please remember to fill in the year of the permit in the blocks at the upper right corner of the permit form. Alarm Permit Fees: Initial Application Residential Alarm $50.00 Initial Application Commercial Alarm $50.00 Yearly Renewal Fee $50.00 Late Yearly Renewal Fee (after January 31st of permit year.) $62.00 If a smoke detector is included with the burglar alarm, then permits are required for the installation.  See the Construction Permits page.

Canvassers, Solicitors and Peddlers Permits Permit Required: No person, firm or corporation shall canvass, solicit, distribute circulars or other matter or call from house to house in the Township of Long Hill to sell, promote the sale of or attempt to sell goods by sample or to take or attempt to take orders for the future delivery of goods, merchandise, wares or any property, personal or real, of any nature whatsoever, or take or attempt to take orders for services to be furnished or performed presently or in the future without first having obtained a written permit therefor from the Police Department of the Township of Long Hill. In the case of a firm or corporation, a permit shall be required for each individual who is to conduct such activities. Exemptions: Any person engaging in religious proselytizing, anonymous political speech or the distribution of political or religious handbills or circulars or any person, firm or corporation canvassing or soliciting on behalf of a bona fide religious, charitable or political organization shall be subject to the permitted hours of operation set forth in paragraph “c” of subsection 4-3.3 below, but shall be exempt from all other provisions of this ordinance. Such persons or groups, however, must give 24-hours notice to the police department advising the department of the dates, times and neighborhoods in which they will be canvassing or soliciting. Candidates for political office exempt. Any candidate for public office or person campaigning on behalf of such a candidate, where such candidate is seeking election to an office to be voted upon by the residents of the Township of Long Hill who are duly registered to vote in elections in accordance with the laws of the State of New Jersey, shall be exempt from the requirements of this ordinance. Any person, firm or corporation delivering goods or performing services which have previously been ordered by the person owning, leasing or occupying the property where such delivery is made or service performed shall be exempt from the requirements of this ordinance. Any person, firm or corporation calling upon or soliciting from commercial establishments located in the Township of Long Hill shall be exempt from the requirements of this ordinance. Any minor employed by a newspaper as a carrier, who has been issued a minor's carrier permit pursuant to N.J.S.A. 34:2-21.15 and who has been previously registered with the Police Department by the employing newspaper, shall be exempt from the requirements of this ordinance. Any person engaging in any activity found by the Federal or State courts to be exempt from the requirements of obtaining a permit under this ordinance. Application Process: Any person, firm or corporation seeking a permit to canvass or solicit shall file an application with the Long Hill Township Police Department on a form supplied by the Police Department. The Long Hill Township Police Department shall accept applications for processing only between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday. No applications shall be processed on weekends or holidays. Each applicant for a permit shall pay a fee of one-hundred dollars ($100.00) for an annual permit. In the case of a firm or corporation, a permit shall be required for each individual who is to conduct such activities. The permit shall expire on December 31 of each year, and no permit fee shall be prorated for part of a year. The application shall be accompanied by a letter or other written statement from the individual, firm or corporation employing the applicant certifying that the applicant is authorized to act as the representative of the individual, firm or corporation. Issuance of Permits: The Long Hill Township Police Chief or his designee shall ordinarily act on all applications within forty-eight (48) hours after submission of a complete application. Saturdays, Sundays and holidays shall be excluded from such computation. If the Police Chief or his designee feels that the application should be denied, then the application shall be submitted to the Township Committee in accordance with the provisions of Section 18-14.

Special Permit for a Social Affair When a non-profit organization wants to hold a fundraising party and sell alcoholic beverages at an unlicensed location, a Special Permit for a Social Affair is required. The applicant organization must make application with the Township Clerk. The Police Department will conduct a background check of the applicant organization along with those members who will be serving alcoholic beverages at the event. There will be an $18.00 fee made payable to the New Jersey State Police SBI by way of certified check or money order for every member who will be serving alcoholic beverages as part of the background check process. The Municipal Clerk, Fire Code Official and the Township Committee also are involved. You should start your permit application process at Town Hall, and speak to the Municipal Clerk. The Clerk will coordinate all the other departments and the Township Committee. Contact the Police Department only when told to do so. All applications must be made (8) weeks prior to the anticipated event.
